Prior to 2008 Russian Region Oil Co. Ltd. had signed MOUs with government of Lao PDR to develop Xekong 4 & 5 but nothing came to construction and the projects were apparently cancelled. Any website info prior to 2008 for Xekong 4 & 5 is unreliable.

Xekong 5 Dam Hydropower project has a confusing history and in year 2023 we are unsure of the project status and details.

The location of Xekong 5 project at coordinates 15°59'45.3"N 106°57'24.7"E  (15.995906, 106.956855) is shown on the satellite images below.

A few years ago there was an agreement with a Russian company to develop two dams on the Xekong River - Xekong 4 & Xekong 5. This project apparently was halted but recently in August 2021 there has been a revival of sorts with a new cooperation agreement on research and purchase of electricity signed between Electricity Vietnam (EVN) and Phongsubthavy Group of Laos. The agreement just mentioned hydropower plant Xekong 5 (Se Cong 5) with a capacity of 330 MW with no mention of Xekong 4.

Laos Ministry of Mines information from 2020 still shows Xekong 5 (330 MW) to be developed by Inter RAO-Engineering (Russia) with status: "PDA Signed 19/09/2017”.

With this conflicting information it seems Phongsubthavy Group of Laos has replaced Inter RAO-Engineering (Russia) as primary developer of Xekong 5 project.

Since the new agreement is with Electricity Vietnam (EVN) and was signed in Vietnam we might assume the power output from Xekong 5 would be transmitted for use in Vietnam.

Note: The words "Xe" and "Nam" both mean "river" and a term such as "Nam Xe Kong" is not normally used.

XeKong is pronounced like "Say Kong".
