The Xekaman 4 hydropower project at one time was referred to as Xekaman 4A & 4B with 2 units planned but now is a single project with 70 or 80 MW capacity and 290 GWh estimated annual output. XeKaman is pronounced like "Say ka mahn".

In year 2024, Viet Lao Power Joint Stock Company (Viet Lao Power) established a subsidiary called Xekaman 4 Power Company Limited to invest in the Xekaman 4 Hydropower Project with a total investment of 165.92 million USD.

Viet Lao Power is also the owner of the completed and operating hydropower projects - Xekaman 1, Xekaman 3 & Xekaman Xansay.

The Xekaman 4 project is on the Xe Kaman (river) which is a tributary to the Xekong (Sekong) river that merges with the Mekong.

In year 2026 the project is still in the planning and design stage.

The project is located in Dak Cheung district, Sekong Province, Lao PDR near the border with Vietnam at approximate coordinates - 15°20'50.2"N 107°32'25.4"E (15.347272, 107.540392).

On January 9th, 2025 in Hanoi, a signing ceremony took place for the Basic Design Contract for Xekaman 4 Hydropower Project between Viet Lao Power Joint Stock Company and Power Engineering Consulting Joint Stock Company 1 (PECC1). This contract involved planning and design for the project.

Catchment area of the project is 712 square kilometers.

The project may have a small 13.6 million cubic meters reservoir with 0.85 sq km surface area or a larger reservoir of 141.5 million cubic meters storage. Full supply level may be 865 meters above sea level with rated head of 460 meters.

Electricity of Vietnam (EVN) in 2024 has approved having the output from Xekaman 4 imported into Vietnam when the project is completed. This Approval would need to replaced by an official Power Purchase Agreement at some time. The purchase price would probably be about USD 6.5 cents per unit since that rate is planned to be the future rate during the 5 year period starting Jan. 1, 2026 for all hydropower imports into Vietnam from Laos.

Only 12 km of new power transmission lines would need to be constructed to connect the project's output to the existing 220 kV line between Xekaman 3 HPP and Dak Ooch & Thanh Mai in Vietnam.
