Nam Ou 4 hydropower project is located on the Nam Ou (river) in Muang Khua district of Phongsali Province, northern Lao PDR. The project is about 171 km upriver from the Nam Ou junction with the Mekong River and 59 km above the Nam Ou 3 dam site.

Nam Ou 4 was completed in 2020.

Nam Ou 4 has a 60 meter-high concrete dam with a length of 304 meters.

Nam Ou 4 powerhouse has 132 MW capacity from 3 turbines. Estimated annual output is somewhere between 487 and 519 GWh.

The Nam Ou 4 reservoir surface is at 386 meters above sea level and has 141.6 million cubic meters capacity with 16 million cubic meters regulating capacity.

The reservoir is 45.1 km long and covers an area of 9.4 square km.

The Nam Ou cascade hydropower project is a series of seven hydroelectric dams along the Nam Ou (river) in Phongsaly and Luang Prabang provinces of northern Lao PDR. The project is managed by PowerChina and the Lao government under a build, operate and transfer (BOT) agreement signed in April 2011.

The project is developed and owned by Electricite du Laos 15% and Sinohydro 85%.

Nam Ou 4 required a total investment of 255 million US dollars.

The feasibility study report of this project was approved by the Lao Government in February, 2014. The EIA report was approved by the Lao Government in October, 2014. In August, 2014, the first draft of the PPA Agreement was submitted to EDL. We are not sure if or when a final PPA was executed.

Toshiba Hydro Power (Hanzhou) was selected as the turbine supplier for the hydro power project. The company provided 3 turbines, each with 44MW nameplate capacity.
