Houay Lamphan is pronounced as "Houay Lampan".
Houay Lamphan Lower (Downstream) dam and reservoir is located downstream from the Houay Lamphan Gnai hydropower project on Houay Lamphan (stream) near Muang Lamam, Lamam District, Sekong province of southern Lao PDR. The project is about 10 km southwest of Sekong town as shown on the satellite images below.
Houay Lamphan Gnai and Houay Lamphan Lower hydropower projects are both on the same river but not related other than EDL GEN being a shareholder in both. See our other web page for Houay Lamphan Gnai HPP

The 15 MW Houay Lamphan Lower (Downstream) hydropower project developer was China Gezhouba Group Co. Ltd. (Gezhouba), a subsidiary of EnergyChina, pursuant to an engineering, procurement and construction (EPC) contract dated 22 January 2016.
The reservoir was officially impounded on September 3, 2020 and the project was completed in August 2021 at which time Gezouba began operating the project during a one year warranty period.
EDL GEN has a 60% ownership interest in the project with Vientiane Automation and Solution Engineering (VASE) holding 40%.
The project has a capacity of 15 MW from two 7.5 MW generator units with annual output of up to 68 GWh to be sold to EDL for domestic consumption in Laos.
The project was estimated to cost about $ 45 million USD.
The project has a homogeneous earth dam, spillway, rockfill dam, penstock, powerhouse and tailrace.
The project main buildings are situated at about 202 meters above sea level.
The dam structure is 55 meters high and 523 meters long.

The project has a watershed catchment area of 380 square kilometers.
The reservoir has capacity of 73.9 million cubic meters.
The normal storage surface level of the reservoir is at 198 meters above mean sea level.
Penstock is 150 meters long with inner diameter of 2.3 meters.
The head is 51.4 meters and water flow rate is 19.5 cubic meters per second.
