Joint Development of Solar and Wind power Projects by CGN

Chinese state-owned nuclear power company China General Nuclear Power Group (CGN) is also developing a wind power project not far from the CGN solar power projects in Oudom Xay province of northern Lao PDR. This would be the first development of both wind and solar power projects in Laos by the same company in the same area.

In March 2025, CGN Energy Technology Laos Co., Ltd. (CGN or CGN Laos) and the Lao government signed a Project Development Agreement (PDA) for a 1000 MW solar power project and a 556 MW wind power project as part of the Northern Laos Interconnected Clean Energy Base that integrates solar, wind and biomass power projects across Oudomxay, Luang Namtha and Phongsaly provinces with plans to establish northern Laos as a regional clean-energy hub.This wind power project would be developed as part of Phase 2 of their project.

By developing wind and solar projects together the company plans to share transmission facilities and overcome some of the intermittency challenges of renewable energy sources while improving the stability of cross-border electric power transmissions.

In August 2026 we aren't sure if construction of the Phase 2 wind power project has started but based on the history of CGN's solar power Phase 1 project, once construction begins it won't take long for completion.

Laos-China 500 kV Transmission Line Project:

Image below is of Namor 3 Substation in Namor district of Oudomxay province for a new 500 kV transmission line to Yunnan China. This 500 kV interconnection project has reached 100 percent construction completion and began transmitting power in April 2026.

Electricite du Laos Transmission Company Limited (EDL-T) was involved in developing the section of this new 500 kV transmission line inside Lao PDR.
